Lv. 1 Project Spreadsheet
The minimum level of a Pokémon is Lv. 1, which started being available (well, without glitches or hacking) in Gen 4. You could get Lv. 1 Pokémon by hatching them from eggs. As you probably know, Pokémon level up to evolve, and levels are an important game mechanic in pretty much every game…
… except for Pokémon Go! Go has you evolve Pokémon through Candy instead, with "levels" being represented non-numerically through an arc behind a Pokémon's model on their status screen. It's not clear that this corresponds to main-game levels, but it sure does. If the Pokémon's arc is fully to the left, that means it's Lv. 1. Typically, its CP will be 10, but stronger Pokémon (like Slaking) can go up to, like, CP 43 and still be Lv. 1.
The first time you were able to transfer Pokémon from Go to the main series was in Let's Go: Pikachu & Eevee, in 2018. And this confirmed my suspicion: yes, you can transfer Lv. 1 Pokémon, that's how it corresponds, they won't get auto-leveled or anything. And thus… my journey truly began.
You could only transfer Kanto Pokémon (and Meltan) to Let's Go, so now I do it through Pokémon Home, which is way easier.
Pokémon available below their evolution levels have been a thing for a long time (warning: this links to a fandom-dot-com wiki so there'll be a lot of ads), but never as low as Lv. 1 (without glitches/hacking). There's no actual mechanical advantage to doing this, it's just a weird fun thing that is now possible.
There's a chunk of Pokémon that have never and probably will never be available in the wild in Go, like baby Pokémon (going so far as to have a Togetic Community Day instead of a Togepi Community Day) and legendary Pokémon. Baby Pokémon I can get at Lv. 1 in the main games if I so desire, but I'll probably never get a Lv. 1 legendary (unless I go back and do that Arceus event in HGSS), and I'm okay with that.
Also, this… accidentally became a tool of showing which Pokémon are and aren't available in Pokémon Go yet! That was an unintended but fun side effect. And this spreadsheet is sortable! Click those buttons. There's various notes about the availability of Pokémon in Go in the notes column, as well as me being proud of when I've acquired a shiny Lv. 1 (usually due to Community Days).
